Abstract

In spring 2022, the German government announced fuel tax cuts and a nation-wide public transport season ticket for 9 € for a duration of three months to mitigate the impact of energy price increases since the beginning of the year. Under the patronage of the TUM Think Tank, the applicants conceived a study to observe this unique behavioral experiment using questionnaires, mobility tracking app for smartphones and traffic counts. From May to October 2022, a hitherto unseen rich data set will be collected: the survey data informs about the motivation and intention of people for their decisions, the mobility app measures their individual outcomes, while the traffic counts inform about the collective outcomes. The expected final sample size for the survey and app is around 800 to 1000 people, while the traffic counts cover the entire city of Munich. This data provides plenty of research avenues from methodological development to policy assessment in the fields of data science, transportation, economics, and political sciences. The seed funding is requested to explore which of these is most promising for a prestigious grant application, conduct the necessary preliminary studies and proposal writing. In addition, the seed funding will be used for dissemination of the research findings from these first analyses as well as to prepare the collected data for further use within TUM.
